Answer the Wiedervorlagen a partner opened with a question that the
book already answers: where our message is, or whether the
acknowledgment they cite reached us. Every figure in the mail comes
from the exchange itself - references, timestamps, verdicts - so
nothing is asserted that cannot be shown. One reply per Wiedervorlage,
ever; dry_run lists what would go out.

Answer the Wiedervorlagen whose answer is pure book-keeping.
A partner asks where our message is, or cites an acknowledgment we never received: both are answered from the exchange itself. Nothing is composed that the book does not contain, and no business question is asked. Partners with a standing rejection are skipped - a CONTRL 23 or APERAK Z29 needs a master-data request and a human.
